Mr. Todd Dean spoke to Council with regards to the Nicola Valley Community Theatre Society

GENERAL MATTERS - Delegations and Recognitions

Ms. Danalee Baker presented to Council a presentation on behalf of the United Way including:
• United Way values
• Geographical reach – which communities they serve
• Community funds
• Fireside Centre

United Way Asked: Council to consider returning twenty thousand dollars ($20,000) to ASK Wellness for renovations to the new facility they now occupy to re-invest in the community as well as increased communications and information sharing with the City of Merritt and United Way

Mr. Corey McPherson and Mr. Levi Megenbir presented to Council a presentation on behalf of BC Transit including:
• Initiatives and highlights
• Transit service outcomes
o Ridership increased 14%
o Revenue increased slightly compared to budget
o Total cost increased by 7%
o Replacement buses
• Future priorities
o Service review to be completed Fall 2016
o Fare review to be completed Fall 2016
o Introduce custom service and increase current fixed-route service
• BC Transit Merritt Service Review
o General review of ridership and system performance
o Consider Merritt’s expansion requests within context of system performance:
 handyDART service
 Sunday operation
 Later operating hours
 Service to Coldwater Reserve
 Additional trips to Lower Nicola
o System ridership and performance
o Feedback on expansion requests

Mr. W. George presented to Council Tourism Merritt website showing dropdowns including:
• Get to know Merritt
• Things to do
• Places to stay
• Where to eat

Mr. George thanked Bottle Rocket Media and Marketing for their assistance in the production of the “Fall into Merritt” promotional video and Merritt Marketing Group for their assistance in securing the Tourism Merritt website.  Mr. George presented a short-film titled “Fall into Merritt” that he had created showcasing things to do in the City of Merritt during the Fall


THAT WHEREAS School District No. 58 has a Youth Council; AND WHEREAS the City of Merritt wishes to encourage youth participation in local government; THEREFORE BE IT RESOLVED that the City of Merritt invite the School District No. 58 Youth Council to meet with the Committee of the Whole and extend the invitation to all youth aged 15 to 25


THAT Council defers decisions on the requested parking variances by the Nicola Valley Community Theatre Society for a proposed city centre theatre facility until Council has had the opportunity to review a staff report for the related development permit

THAT Council direct staff to work with the Nicola Valley Community Theatre Society to develop a written agreement outlining how the City will maintain direction and control of any funds received for the Nicola Valley Community Theatre Society project, before accepting donations and issuing tax receipts; AND THAT the resulting agreement be brought back to Council for approval after being reviewed by the City’s legal counsel

THAT October 01, 2016 be proclaimed “United Nations International Day of Older Persons”

THAT October 10, 2016 be proclaimed “World Mental Health Day” but the City will not be participating in the “Light up the World Purple Awareness Campaign” 




Councillor Prowal made the following Notice of Motion:
THAT Council review the landscaping plans for Nicola Avenue Median Project, including irrigation to decrease the cost, maintenance and water consumption prior to tender 


  • Councillor Norgaard attended Labour Day celebrations and expressed concerns regarding our health care system 
  • Councillor Christopherson also expressed concerns regarding our health care system, volunteered at Gillis House and reminded fruit tree owners to pick your fruit to discourage bears  
  • Councillor Goetz provided the latest gas buddy prices and also expressed concerns regarding our health care system 
  • Councillor Prowal attended “Ends of Earth” film, the Ranch Rodeo, Rodeo Fair parade, advised the Adopt-a-Road clean-up for Council has been changed to September 21st, and expressed concerns about the amount of fruit on trees tempting bears into Merritt
  • Councillor Brown attended the Rodeo parade and Fall Fair, Thompson Nicola Regional District book club and commented that Baillie House is having a documentary about paranormal activity in March 2017 
  • Councillor Baker attended the Policy Committee meeting and will be attending UBCM
  • Mayor Menard attended the ASK Wellness meeting, Rodeo breakfast and was the Parade Marshall for the Fall Fair Parade; made the grand entrance at the Rodeo on behalf of the City; attended the Merritt Centennials exhibition games; visited the Airstream Travelling group; attended a Destination BC meeting, and the First Nations Court in Kamloops
