GENERAL MATTERS - Delegations and Recognitions
Ms. Gillian Satherstrom presented to Council the “TOTA Rail Trails Request for Partnership” advising the Thompson Okanagan Tourism Association was applying to the BC Rural Dividend Fund.
Council expressed their concerns regarding the lack of First Nations and stakeholders consultation prior to proceeding with the project.
Thompson Okanagan Tourism Association Asked: That the City of Merritt provides a letter of support for their BC Rural Dividend Fund grant application.
THAT Council defer the decision to leave the current provisions for pay in lieu of parking intact in Zoning Bylaw No. 2087, 2015 until Council can meet with the Downtown Voice at a workshop. Voting Opposed: Councillors Baker and Prowal
THAT Council direct staff to research and draft a new category for tax exempt groups for the purpose of metered water rates
THAT the proposed “Fire & Rescue: Service Level Establishment and Limitations Policy” be deferred to the next Council meeting as Mayor Menard and Councillor Norgaard are attending a workshop in Kamloops on October 26, 2016 regarding the British Columbia Fire Service Minimum Training Standard Playbook
THAT Council accept the Merritt RCMP Detachment Strategic Priorities for 2016/2017; AND THAT Mayor Menard be authorized to sign on behalf of the City
THAT Council provides a letter of support to the Nicola Nordic Ski Club for their grant application to the BC Rural Dividend Voting Opposed: Councillor Baker
THAT Council authorizes staff to apply to the BC Rural Dividend Fund grant program to advance economic development projects under the Special Circumstances criteria
THAT City of Merritt 2017-2020 Permissive Tax Exemption Bylaw No. 2215, 2016 be adopted

Councillor Baker attended the Policy Review Committee meeting, Business after Business and the Murder Mystery fundraiser.
Councillor Goetz provided the latest gas buddy prices; attended the City Halloween party and the Cinema Society movie “Dark Horse”.
Councillor Prowal attended the Weyerhaeuser job fair; met with MP Dan Albas; attended the Logger Show debriefing, the Merritt Centennials Ice-Breaker, the Gold Country Symposium, the Cinema Society movie “Dark Horse” and reminded Council of the Adopt-a-Road clean-up on November 06, 2016.
Councillor Christopherson volunteered at Gillis House; attended the Bread Basket fundraiser, a Country Christmas meeting, Business after Business, the Gold Country Symposium and a sneak preview of the “Haunted House” at the Civic Centre.
Councillor Norgaard attended the installation of the Officers of the Lower Nicola Indian Band and will be attending SILGA workshops in Kamloops October 26, 2016.
Mayor Menard thanked Councillors Goetz and Norgaard for attending functions on his behalf; attended the Policy Review Committee meeting, Thompson-Nicola Regional District meetings, Nicola Valley Agri Society meeting with MP Dan Albas and MLA Jackie Tegart, Merritt Voice meeting, Metis Society annual general meeting, Rotary Club, Southern Interior Development Initiative Trust meeting with MLA Jackie Tegart, Mayor drop-in sessions, Community Futures lunch, Business after Business and the Merritt Centennials Ice-Breaker.
