General Matters:
  1. Ms. L. Ward presented a report to Council regarding the Communities in Bloom conference held in Sooke, B.C.  The City of Merritt, even though was not entered to be judged, was awarded 4 Blooms with a special mention to the Sunshine Valley Good Earth Company as well as was awarded a Heritage Conservation trophy for the Baillie House
Unfinished Business:
  1. Council directed Administration to develop a local program for Bear Awareness in subsequent years and monitor the results
  2. Council directed Administration to communicate to BC Hydro that while the City of Merritt appreciates there may be additional costs involved, that BC Hydro offer an option to the residents of Merritt to have either wireless or wired "Smart Meters" installed
  3. Council directed Administration to make available to the Merritt Community Cinema Society a letter of support should the Society need
  4. Councillor Goetz withdrew his Notice of Motion for the opportunity of creating a bylaw for the purpose of a time extension for Development Cost Charges under $50,000
  5. Council directed staff to complete the works to extend the edge of pavement to the sidewalks and property lines along Chapman Street, including paving and installation of additional catch basins at an approximate cost of $86.000 plus applicable taxes;  AND THAT this does not set a precedent for future projects
  6. Council directed Administration to create a Policy for procedures for upgrades during Public Works maintenance projects   
Bylaws:
  1. Council gave third reading and adoption to the City of Merritt Zoning Bylaw Amendment Bylaw No. 2121, 2011
  2. Council gave first, second and third readings to the City of Merritt Land Use Amendment and Development Approval Procedures Amending Bylaw No. 2122, 2011
  3. Council gave first, second and third readings to the City of Merritt Tax Exemption Bylaw No. 2124, 2011
  4. Council gave first, second and third readings to the City of Merritt Tax Exemption Bylaw No. 2125, 2011
New Business:
  1. Council approved the revised policy regarding application for Special Occasion Liquor Licences
  2. Council approved the amended Expense Reimbursement Policy
  3. Council approved the amended Community Grants in Aid Program Policy
  4. Council supported the second annual Great Canadian Bike Rally to take place July 11-15, 2011.  Council approved the street closures for the main downtown streets, namely Quilchena Avenue from Voght Street to Garcia Street, Garcia Street from Clapperton Avenue to Merritt Avenue and Granite Avenue from Garcia Street to Voght Street.  Council supported in principle the "Gold Level" sponsorship at a cost of $10,000 leaving the decision for the next elected Council to discuss during 2012 budget deliberations
  5. Council appointed the following individuals to the Water Resource Advisory Committee:
    -Maryann Bowles
    -Diane Wandler
    -Daphne Randall
  6. Council appointed the following individuals to the Merritt Country Christmas Committee:
    -Sharon Edwards
    -Mischelle Pierce
    -Lynda Davy
    -Yvonne Hagen
    -Ashly Davy
    -Murray Towers
    -Sue Banks
    -Linda Clark
  7. Council directed Administration to send out invitations to other municipalities to attend the Merritt Country Christmas Parade
Reports from Council:
  1. Councillor Clarke announced that she is moving to the Okanagan
  2. Councillor Geotz thanked Councillor Clarke for her years of service to the City of Merritt
