Public Input

Ms. N. Jolly, owner of A&M Tandem Massage and More on Parker Drive spoke to Agenda Item 11.1 commenting the City is basically saying home based businesses are not welcome in Merritt, however, home based business offices are and questioned the communities used in the Planning & Development Services Manager's comments

Mr. C. Elcott spoke to Agenda Item 11.1 commenting on the neighbour threatening the family business and income which threatens his family.  How the neighbour got his friend (assuming it is the bylaw officer) to target the massage business.  There were signs posted on their block of Parker Street - the neighbourhood was upset and the signs were removed within the week. 

Ms. K. Rogers speaking to Agenda Item 11.1 commented she lives across the street from A & M Tndem Massage and More and they asked her to speak on behalf of the neighbours.  She had received over 15 e-mails directly from Ms. Jolly as to where and how she should park for her class as the residential only parking signs had been erected right in front of her house.  Two days later the signs were removed.  Did these parking restrictions apply to a person who was living with her fulfilling a temporary job for a year?

  1. THAT Council direct staff to obtain elector approval by undertaking an Alternative Approval Process;  AND THAT staff be directed to publish the first Notice of the Alternative Approval Process on Thursday, October 10, 2013 and set the deadline date for the Process as Friday, November 18, 2013 for the "Central Park Improvements - Upgrades to the Washrooms and Construction of a Lacrosse Box City of Merritt Loan Aurthorization Bylaw No. 2150, 2013"
  2. THAT Council direct staff to obtain elector approval by undertaking an Alternative Approval Process;  AND THAT staff be directed to publish the first Notice of the Alternative Approval Process on Thursday, October 10, 2013 and set the deadline date for the Process as Friday, November 18, 2013 for the "2013 Asphalt Project City of Merritt Loan Aurthorization Bylaw No. 2151, 2013"
  3. THAT Council direct staff to obtain elector approval by undertaking an Alternative Approval Process;  AND THAT staff be directed to publish the first Notice of the Alternative Approval Process on Thursday, October 10, 2013 and set the deadline date for the Process as Friday, November 18, 2013 for the "2013 Sidewalk Project City of Merritt Loan Aurthorization Bylaw No. 2152, 2013"
  4. THAT Council direct staff to obtain elector approval by undertaking an Alternative Approval Process;  AND THAT staff be directed to publish the first Notice of the Alternative Approval Process on Thursday, October 10, 2013 and set the deadline date for the Process as Friday, November 18, 2013 for the "2013 City of Merritt Loan Aurthorization Bylaw No. 2153, 2013"
  5. THAT Council write a letter to Minister Cadieux, Minister of Children and Family Development requesting a meeting to discuss plans to improve the City of Merritt socioeconomic situation
Bylaws
  1. THAT the City of Merritt Official Community Plan Bylaw Amending Bylaw No. 2154, 2013 be given third reading
  2. THAT third reading of the City of Merritt Zoning Bylaw Amending Bylaw No. 2155, 2013 be deferred to allow Planning & Development Services Manager to provide clarification regarding the process should the project locate across the stree and air quality matters
  3. THAT City of Merritt 2014 Property Tax Exemption Bylaw No. 2161, 2013 Schedule "D" be amended by adding Merritt Curling Club being Lot 2 Plan 22544 DL 124 KDYD and the building and structures thereon
  4. THAT City of Merritt 2014 Property Tax Exemption Bylaw No. 2161, 2013 be given first reading as amended
  5. THAT City of Merritt 2014 Property Tax Exemption Bylaw No. 2161, 2013 be given second reading
  6. THAT City of Merritt 2014 Property Tax Exemption Bylaw No. 2161, 2013 be given third reading

Councillor Baker brought forth the following Notice of Motion - THAT Council and staff develop a "CODE OF ETHICS" that would apply to all members of Council and all persons appointed as members of boards, committees, panels, task forces and other bodies appointed by the City of Merritt Council

  1. Councillor Goetz attended the opening of the Pacific Forest Rally
  2. Councillor Norgaard attended the dinner prepared by Merritt Senior Secondary First Nations students
  3. Mayor Roline attended the Chamber of Commerce Business Gala Awards; presented Luke Pierce with a Supporter of Note recognizing his "Coach of the Year 2012-2013" award at the last Centennials hockey game; attended the TNRD for a presentation from ALC on water availability for agriculture and a Nicola Lake Plan
