GENERAL MATTERS - Delegations and Recognitions

UNFINISHED BUSINESS

WHEREAS the City of Merritt has given three readings to “Bylaw No. 2223, 2017 a bylaw to authorize the borrowing of the estimated cost of the Fire Hall Expansion”, which proposes that the Fire Hall Expansion be completed and a debenture not exceeding $2,209,000 be obtained to finance the Fire Hall Expansion which will be repaid over a period not to exceed 25 years;
AND WHEREAS the City of Merritt cannot adopt Bylaw No. 2223, 2017 until the approval of the electors has been obtained;
AND WHEREAS for each alternative approval process, council must establish the deadline for receiving elector responses, establish elector response forms, and make a fair determination of the total number of electors of the area to which the alternative approval process applies;
THEREFORE BE IT RESOLVED that Council direct the Corporate Officer to undertake an alternative approval process to determine the opinion of the electors regarding this matter;
AND THAT Council establish a thirty six (36) day period for receiving elector responses, commencing on December 15, 2017 and concluding on January 19, 2018;
AND THAT Council approve the elector response form attached to this report for use in this alternative approval process

THAT staff be directed to bring forward a report outlining options for designating the City owned island as a Protected Reserve  Voting Opposed: Councillor Brown

THAT the City of Merritt provide the Fraser Basin Council with funding in the amount of twenty-five thousand ($25,000) dollars to support environmental protection initiatives in the City  Voting Opposed: Councillor Goetz

NEW BUSINESS

That the City of Merritt provide a letter indicating support for Tourism Nicola Valley’s Rural Dividend Grant Application

THAT Council accept Lydia Fawcett’s resignation from the City Social Planning Committee;
AND THAT Council direct staff to advertise for another member for the City Social Planning Committee

BYLAWS

THAT City of Merritt Five Year Financial Plan (2017-2021) Amendment Bylaw No. 2227, 2017 be read a first, second and third time

REPORTS FROM COUNCIL

  • Councillor Christopherson attended the Committee of the Whole meeting with Destination BC, attended the BC Transit 10 year celebration, participated in the lighting of the community Christmas Tree, attended the Gillis House and a Country Christmas Committee Meeting, attended the Interior Health flood and wildfire appreciation event and spoke on behalf of the City, attended the Christmas dance recital and acknowledged the attendance of the Honourable Judith Guichon, organized and attended the Country Christmas Concert, attended the Country Christmas parade, attended the Country Christmas Craft Fair, expressed regrets for not being able to attend Hands of Hope.  Councillor Christopherson thanked City staff, Crime Stoppers, Tim Hortons and Triple G Logging for their contributions to the community Christmas Tree event, gave thanks to Civic Centre Staff for their service at the Craft Fair and gave praise to citizens and the community band that performed at the Christmas Concert.
  • Councillor Brown attended the Committee of the Whole meeting with Destination BC, attended various tea and bake sale fundraisers, watched a film called “The Finest” at Nicola Valley Institute of Technology, attended several Syrian refugee group meetings, attended the “Colours of the Heart” dance recital and recognized Clara Norgaard as the parade Marshall at that event, attended the Country Christmas Craft and the Hands of Hope food drive.  Councillor Brown was inducted into the Rotary Club, and expressed thanks to the Merritt Herald for their picture coverage of Country Christmas events and gave praise regarding the quality the dance recital.
  • Councillor Baker congratulated Councillor Brown on becoming a Rotarian and thanked Destination BC for attending the Committee of the Whole Meeting. 
  • Councillor Goetz provided a report on the latest Gas Buddy prices, attended many of the Country Christmas events, attended part of the Hands of Hope food drive and congratulated Councillor Brown on becoming a Rotarian.
  • Councillor Norgaard attended a City Social Planning Committee meeting, attended the Committee of the Whole meeting, attended the Interior Health flood and wildfire response appreciation event and spoke on behalf of the City, attended the Country Christmas concert, parade and craft fair, conducted a survey at the craft fair on behalf of the City Social Planning Committee, and participated in the Hands of Hope food drive.
  • Councillor Prowal attended video presentations by the Nicola Naturalist Society and attended the Country Christmas concert and parade.  Councillor Prowal thanked the RCMP for their quick response to an incident after the parade.
  • Mayor Menard attended a Merritt Centennials board meeting, attended a meeting with executives from the National Energy Board, participated in Louis Riel day events, attended the Committee of the Whole meeting, attended the BC Transit 10 year celebration, attended at the community Christmas tree lighting, attended the Local Government Contract Management Committee Meeting (RCMP Standing Committee for Division E), attended the TNRD 50th anniversary events and a TNRD board meeting, participated in the Country Christmas parade and attended the Hands of Hope food drive.  Mayor Menard congratulated Councillor Brown on becoming a Rotarian and expressed thanks to Triple G Logging for finding and donating the perfect community Christmas tree.
