GENERAL MATTERS - Delegations and Recognitions

Ms. T. Thomas presented to Council an update from the Fraser Basin Council Fraser Basin Council Asked:  Fraser Basin Council would like funding for the second phase of the project (Aquifer) in the mount of $25,000; another $25,000 for the Fish Water Management Tool; and for NTA, NVIT, TRU, SFU and First Nations to meet for collaborative thinking for the project

Mr. M. Lynn presented updates to Council regarding the Nicola Lake Equine School and the Agri-Plex Complex and Casino Nicola Valley Agri-Park Society Asked:  for a letter of support for the Nicola Lake Equine School and that the City be involved in the building of the Agri-Plex Complex and Casino  

UNFINISHED BUSINESS

The following community organizations were appointed liaisons:

• Community Futures Nicola Valley – Councillor Brown
• Merritt & District Chamber of Commerce – Councillor Prowal
• Nicola Valley Museum – Councillor Goetz
• Tourism Nicola Valley – Councillor Prowal
• Merritt Farmer’s Market – Councillor Goetz
• Merritt Integration Program – Councillor Norgaard
• Emergency Social Services – Councillor Goetz

THAT the resolution regarding Merritt City Limits be deferred

THAT the City authorize staff to add 6 Pickleball court lines with green surveyor paint to the Sports Box;  and purchase 4 non-permanent Pickleball nets, up to a maximum of $1,000

NEW BUSINESS

  • THAT Council authorize a Note against Title pursuant to the authority given under Section 57 of the Community Charter be filed against the Title of LOT 1 DISTRICT 122 KAMLOOPS DIVISION YALE DISTRICT PLAN KAP54066, PID 019-134-118  Voting Opposed: Mayor Menard and Councillor Christopherson
  • THAT Council supports the submission of a grant application to the New Building Canada Fund - Small Communities Fund for the reconstruction of Coldwater Avenue sewer main and associated infrastructure from Wilson Street to Voght Street; as currently budgeted for in the 2016-2020 Five Year Financial Plan 
  • THAT Council authorizes the Mayor and Corporate Officer to execute Agreement #233OA0062 with Ministry of Transportation & Infrastructure for Hot-in-Place Recycling on Highway 5A and further that the project for one hundred and seventy thousand ($170,000) dollars (excluding GST) be funded through the Asphalt Rehabilitation Program Fund  Voting Opposed:  Councillors Baker, Goetz and Norgaard
  • THAT Council choose to not submit a grant application to the Rural Dividend fund on the first application intake; AND THAT a letter of support be offered to the Nicola Valley Community Theatre Society to assist with their chances of a successful grant application  Voting Opposed:  Councillor Brown
  • THAT Council approve the sponsorship request of $2,000 for the Cow Trail Classic Mountain Bike Race, taking place on June 11, 2016; AND THAT the funding be allocated from the Community Initiatives Fund  Voting Opposed:  Councillor Goetz

  • THAT the City award funding to the Merritt Dance Society in the amount of $1,040.69; AND THAT the funding be allocated from the Community Initiatives Fund
  • THAT June 04, 2016 be proclaimed “Access Awareness Day”

  • Councillor Norgaard attended the Healthcare Traveling Roadshow, Committee of the Whole meeting and tour of NVIT, Police Committee meeting and a storm water masterplan meeting with the Director of Engineering & Development and the Chief Administrative Officer  
  • Councillor Christopherson attended the Healthcare Traveling Roadshow, Committee of the Whole meeting and tour of NVIT; volunteered at Gillis House and will attend the Fire Fighters Awards dinner and the “Big Bike”     
  • Councillor Goetz attended the Healthcare Traveling Roadshow, Committee of the Whole meeting and tour of NVIT; and provided the latest gas buddy prices and discussed the parking on DeWolf Way on the long weekends
  • Councillor Prowal attended the Healthcare Traveling Roadshow, Committee of the Whole meeting and tour of NVIT, Naturalists Society meeting, the open house for the Parks, Recreation and  Culture masterplan and will be handing out Fire Smart pamphlets  
  • Councillor Brown attended the Healthcare Traveling Roadshow, Committee of the Whole meeting and tour of NVIT, Trail masterplan open house, NVIT graduation ceremony, NVIT presentation on green energy and the filming at the Baillie House  
  • Councillor Baker thanked Mayor Menard for attending Tolko Health and Safety Week
  • Mayor Menard attended TRND meetings, TOTA presentation, Turning loose in Shulus, Healthcare Traveling Roadshow; had a busy Mayor drop-in; attended the Park/Trail masterplan open house, Police Committee meeting, BC Transit meeting, NVIT graduation ceremony, Committee of the Whole meeting and tour of NVIT and the NVIT presentation on green energy
