GENERAL MATTERS - Delegations and Recognitions

  • Ms. Graham and Ms. Thomson made a presentation to Council for Bass Coast 2015
  • S/Sgt S. White and Corporal Kathy Ecklund made a presentation to Council on behalf of Victim Services requesting a proclamation for "Relationship Violence Awareness Week"
  • Presentation to Member SILGA Communities from Director Willow Macdonald, Area B (Thompson Headwaters) TNRD

UNFINISHED BUSINESS

  • Whereas the Ministry of Environment is apparently the branch of the provincial government responsible for the approval of bio solid land application disposal sites and compost sites;

    Council directs City staff to seek a list of bio solid land application disposal sites in the Nicola watershed, including bio solid source and tonnage for the last five (5) years from Ministry of Environment and failing receiving such report, written reasons as to why it is unavailable

  • THAT the Notice of Motion that staff provide a report outlining City policies and practices that demonstrate environmental responsibility be tabled to the next Council meeting permitting Council members the opportunity to read the 2014 CARIP report

  • THAT the City of Merritt Solid Waste Collection, Disposal and Control Amendment Bylaw 2188, 2015 be read a first time
  • THAT the City of Merritt Solid Waste Collection, Disposal and Control Amendment Bylaw 2188, 2015 be read a second time 
  • THAT the City of Merritt Solid Waste Collection, Disposal and Control Amendment Bylaw 2188, 2015 be read a third time 
  • THAT the City of Merritt Municipal Ticket Information Amendment Bylaw 2189, 2015 be read a first time 
  • THAT the City of Merritt Municipal Ticket Information Amendment Bylaw 2189, 2015 be read a second time

NEW BUSINESS

  • THAT the City enters into a contract with Marlene and Ted Finnigan for the operations of the Claybanks RV Park from April 01, 2015 to March 31, 2018;

    AND THAT the Mayor and Corporate Services Officer are authorized to sign

  • THAT Council approve Development Permit application DP2015-A (Bayshore Services on Nicola Avenue);
    AND THAT the issuance of the Development Permit be authorized subject to:
    1. The requisite security bond being received for landscaping in the amount of three thousand ($3,000) dollars
    2. Approval from the Ministry of Transportation and Infrastructure

  • THAT Council directs staff to prepare the necessary bylaws for the 2015-2019 Financial Plan and to put into effect the increases to the water user rates, water parcel tax and garbage collection rates as recommended by the Financial Services Manager

  • THAT Council support the 3rd Annual Ty Pozzobon Invitational PBR with a thirty-five hundred ($3,500) dollar sponsorship with funds from the City Initiatives account;
    AND THAT the ten (10) VIP passes be distributed through a lottery process

REPORTS FROM COUNCIL

  • Councillor Christopherson attended past Councillor Kroeker’s celebration of life on March 07th 
  • Councillor Norgaard attended past Councillor Kroeker’s celebration of life on March 07th and advised of Social Work Week          
  • Councillor Goetz expressed his sentiments to past Councillor Kroeker’s family; reported the latest gas buddy prices and announced that Bella is Canada’s newest Grand Champion
  • Councillor Baker attended that Harold Allerson Art Show at the Art Gallery on February 27th, past Councillor Kroeker’s service and the last hockey game of the 2014-2015 season for the Merritt Centennials on March 07th 
  • Councillor Brown attended the Fountain View Academy Choir performance and past Councillor Kroeker’s funeral on March 07th and the library book store sale  
  • Councillor Prowal attended the Gold Country Community meeting and will represent the City of Merritt on the Board of Directors
  • Mayor Menard attended the Gold Country meeting, Chief Manager Forestry Section meeting, TNRD Board meeting and strategic planning session February 26th and 27th; hosted a drop-in session on March 04th and represented the City at the celebration of life service for past Councillor Harry Kroeker on March 07th.  Mayor Menard was honoured to distribute final trophies and banners at the recent hockey tournament and reported the Merritt Centennials had a great year which ended on March 07th with their wrap-up being held March 13th
