PUBLIC INPUT

  • Nil

GENERAL MATTERS - Delegations and Recognitions

  • THAT the fourth quarter RCMP Merritt Detachment policing activity report be received
  • THAT the TRND library – Merritt branch report be received

UNFINISHED BUSINESS

  • THAT Council and staff develop a “CODE OF ETHICS” and/or a “CODE OF CONDUCT” that would apply to all members of Council and all persons appointed as members of boards, committees, panels, task forces and other bodies by the City of Merritt Council

BYLAWS

  • THAT the City of Merritt Zoning Bylaw No. 2187, 2015 be read a first time
  • THAT the City of Merritt Zoning Bylaw No. 2187, 2015 be read a second time
  • THAT the City of Merritt Zoning Bylaw No. 2187, 2015 be submitted to a Public Hearing

NEW BUSINESS

  • WHEREAS the property at 2916 Telemon Place (Lot D, District Lot 122, Kamloops Division, Yale District, Plan 36400 except such undersurface rights as are registered in AFB Volume 18, Folio 152, No 9837D) has been rendered uninhabitable and abandoned;

    AND WHEREAS the City of Merritt has received, and continues to receive, many complaints since 2012 from members of the public in regards to the dilapidated condition of the property;

    AND WHEREAS the City of Merritt has tried repeatedly over the last several years to have the Owner(s) of the property remedy the property condition and the Owner(s) have neglected to do so;

    NOW THEREFORE BE IT RESOLVED that 2916 Telemon Place (Lot D, District Lot 122, Kamloops Division, Yale District, Plan 36400 except such undersurface rights as are registered in AFB Volume 18, Folio 152, No 9837D), is hereby declared a nuisance pursuance to section 74 of the Community Charter (SBC 2003);

    AND THAT the Owners, Wayne Earl Pyett and Lynnette Sherilyn Pyett, are hereby directed to demolish and remove the nuisance building and restore the property condition so that it is no longer a nuisance;

    AND FURTHER THAT the deadline for compliance with this remedial action requirement by the owners is March 15, 2015;

    AND FURTHER THAT if the Owners neglect to, or fail to, comply with this remedial action requirement by the deadline the City, or its agents or contractors, may enter on the property and demolish and remove the nuisance building and restore the property condition so that it is no longer a nuisance and the City shall be entitled to recover its costs from the Owners as a debt in like manner as taxes against the property.

  • THAT Council approve the application for Development Variance Permit DVP2015-01;

    AND THAT Council gives notice of their proposal to pass a resolution to issue the permit

REPORTS FROM COUNCIL

  • Councillor Christopherson attended the Merritt Integration Project meeting January 14th, the bio solids information session January 26th, LGLA Elected Officials workshops January 20th to 22nd, a hockey tournament January 25th and will take part in the Merritt Business Walk on January 29th  
  • Councillor Goetz reported the price of gas today in Kamloops was 83.5 cents/litre; Vancouver was 84.9 cents/litre and Merritt was 95.9 cents/litre.  Councillor Goetz also attended the January 26th watershed meeting on bio solids, the LGLA conference and along with Councillor Prowal had a meet the Councillor meeting January 26th with no attendees and advised there may be a request from the watershed committee for the City to pick up the costs of the Civic Centre for the January 26th information session
  • Councillor Prowal attended the Nicola Naturalist Society meeting and the Nicola Film Society meeting as well as the LGLA conference January 20th to 22nd, bio solids presentation and Tim Horton’s January 26th and will participate in the Merritt Business Walk January 29th.  
  • Councillor Norgaard attended the bio solids information session January 26th.
  • Councillor Brown attended the Merritt Integrated Project workshop January 14th, LGLA orientation sessions January 20th to 22nd, bio solids session January 26th and disagrees with the request of the City to absorb the costs of the Civic Centre rental after the event. 
  • Mayor Menard attended the Merritt Integrated Project meeting January 14th, LGLA orientation January 20th to 22nd, TNRD Meeting January 23rd where he provided the information received from Friends of the Nicola Valley regarding bio solids and the bio solids meeting January 26th.  Mayor Menard as a TNRD Director has been appointed to three (3) committees: Emergency Services & Protection Committee, Regional District Solid Waste Committee and as an alternate to the Southern Interior Beetle Action Coalition.
