Minutes:
Council ratified the following resolutions from the February 04, 2013 Committee of the Whole Meeting:
Council resolved that the following resolution be forwarded to the 2013 SILGA Conference:

WHEREAS the Agricultural Land Commission (ALC) is governed by the Agricultural Land Commission Act and is responsible to preserve agricultural land and to encourage local governments, First Nations, the government and its agents to enable and accommodate farm use of agricultural land and uses compatible with agriculture in their plans, bylaws and policies; an objective would appear to be to maintain a permanent farm land reserve and some of that land has been arbitrarily earmarked as ALR (Agricultural Land Reserve) and some of that land is within municipal boundaries or adjacent to municipalities;
AND WHEREAS some of this land deemed not to be suitable to be designated as agricultural land or is of marginal production capability;
AND WHEREAS the determination of ALR within the confines of some municipalities results in even more marginalization of capability and also results in extreme costs for municipalities to develop non-contiguous services for municipal infrastructure:
THEREFORE BE IT RESOLVED that the UBCM encourage the Provincial Government to review the Agricultural Land Commission Act and the Agricultural Land Reserve Regulations with a view to establish a process to recognize that these costs to municipalities outweigh the potential benefit to British Columbia of retaining land deemed not to be suitable as reserve and the Agricultural Land Commission be requested to change the regulations pertaining to such lands

Council resolved that the following resolution be forwarded to the 2013 SILGA Conference:

AND WHEREAS communities often endure long waiting periods for approvals of lands removed from the Agricultural Land Commission:
THEREFORE BE IT RESOLVED that a process to simplify the procedure and reducing time lines for processing such application on behalf of municipalities be developed and implemented by the Provincial Agricultural Land Commission

Council approved support to the Nicola Valley Community Arts Council in the amount of fifteen hundred ($1,500) dollars of in-kind support, contingent on the grant funding approval;
AND THAT funding for this event be funded through the City Initiatives budget

General Matters:
  1. Ms. P. Weston, President, Nicola Valley Heritage Society presented the 2012 year-end report for the Visitor Information Centre to Council
  2. Ms. A. Graham and Ms. L. Thomson, Co-Founders Bass Coast Project presented to Council the concept of the Bass Coast Festival to be held the 2013 August long weekend at the Musicfest site and requested Council support for the event
Bylaws:
  1. Council gave City of Merritt Solid Waste Collection, Disposal and Control Amending Bylaw No. 2143, 2013 first, second and third readings
  2. Council gave City of Merritt Waterworks Amending Bylaw No. 2144, 2013 first, second and third readings
  3. Council gave City of Merritt Sanitary Sewer Amending Bylaw No. 2145, 2013 first, second and third reading
New Business:
  1. Council directed Administration to advertise for committee members for the Directional Signage Committee and amended the Terms of Reference for the Directional Signage Committee to increase the membership to include 6 members of the Community at large 
  2. Councillor removed Councillor Goetz from the Directional Signage Committee and added Councillor Christopherson as the Council representative
  3. Council adopted the amended Use of City Hall Assigned Vehicle Policy
  4. Council adopted the amended Issuance of Building Permits-New Subdivisions Policy
  5. Council adopted the amended Confidentiality Policy
  6. Council rescinded the Lapsed Development Permits Policy
Reports:
  1. Mayor Roline reported she toured with her Honour, Lieutenant Governor Guichon on her visit to Merritt; attended the TOTA workshop and reminded everyone that Heritage Week is February 18-23, 2013
  2. Councillor Baker attended the Business after Business event at the Visitor Information Centre and the ASK Wellness workshop
