GENERAL MATTERS - Delegations and Recognitions

  • Shawn Sanders, MTS Maintenance Training Systems Inc. pinning ceremony for Kevin Vilac awarding Kevin his Professional Operators Certificate through the  Environmental Operators Certification Program
  • Ms. T. Hadwin, Chief Operating Officer, Gold Country Communities Society made a presentation to Council highlighting the Gold Country initiatives for the upcoming year. Ms. Hadwin also showed Council the Gold Country YouTube Video for their viewing pleasure


  • THAT the report from MMM Group titled Phase 1 Central Park Review be received for information;

    AND THAT the procedures associated with the Requests for Proposal process be reviewed to prevent this situation from happening in the future

  • THAT Council direct Administration to prepare a Council Policy workshop to review the City’s revitalization tax exemption programs; AND THAT Council direct Administration not to accept further applications for such exemptions until that review is complete

  • THAT Council direct the Chief Administrative Officer to execute a three-year Tourism and Visitor Information Services Agreement with the Nicola Valley Heritage Society as per the attached proposal 


  • City of Merritt Five Year Financial Plan (2015-2019) Bylaw Amendment Bylaw No. 2203, 2015 was adopted
  • City of Merritt Fees and Charges Bylaw Amendment Bylaw No. 2204, 2015 was adopted


  • THAT the City rescind Resolution #298 dated May 12, 1980 that states:
    “THAT the letter from Mr. A. Moffat dated May 03rd, 1980 be received and filed and that Mr. Moffat be advised that a lease is not required as the town will provide a bowling green in perpetuity for use by the community”
    Voting Opposed:  Councillor Christopherson
  • THAT the motion that the City separate the Lawn Bowling facility into the lawn bowling green and the building, and lease the bowling green to the Lawn Bowling Club and look for other uses for the building be deferred until Administration can address concerns raised by Council from a previous In-Camera Council meeting

  • THAT the City supports the Community Christmas Dinner to be held on December 21, 2015 in the amount of six hundred eighty-four dollars and eighty-one ($684.81) cents with the monies utilized to pay for the usage of the Merritt Civic Centre and the associated liability insurance to be taken from the City’s grant-in-aid account

  • THAT Council receives the Budget Position Report as of November 30, 2015 for information
  • THAT Council receive the report from Alta Planning and Design regarding the City of Merritt Wayfinding Signage Strategy for information and provide feedback to the consultants if required

  • Councillor Christopherson commented on the very successful Country Christmas event thanking Public Works and all City staff for their efforts; attended the Helping Hand food drive on November 29th; played the piano for the seniors on December 08th; and attended the Thompson Nicola Regional Board meeting on December 10th.  Councillor Christopherson advised the membership drive for the Community Theatre has reached 500 members
  • Councillor Brown attended the Country Christmas week events; the hands of Hope food drive on November 29th; BDO Roundtable discussions on December 04th; the City Christmas party on December 05th; as well as the CPO open house
  • Councillor Goetz thanked Ray Robinson and the Merritt Centennials for their participation with the Hands of Hope food drive on November 29th; thanked Bob and the City crew who decorated “Sparky” for the Country Christmas parade; attended the City Christmas party on December 05th and provided the latest gas buddy prices 
  • Councillor Norgaard attended the Country Christmas events; the Hands of Hope food drive on November 29th; met with Chief Harvey McLeod on November 30th; attended the memorial service for 14 victims on December 04th; Metis Community Christmas on December 06th and the Seniors dinner on December 12th       
  • Councillor Baker attended the Hands of Hope food drive on November 29th and the CPO open house
  • Mayor Menard attended a Community Futures Nicola Valley meeting on November 25th; drove “SHREK” in the Country Christmas parade on November 27th; held drop-in session December 02nd; attended the BDO Roundtable discussions on December 04th; the City Christmas gathering on December 05th; Peewee hockey presentations and the Metis Community Dinner on December 06th; Merritt Centennials Christmas evening on December 07th; met with S/Sgt White and Sgt Fleming on December 08th; attended and bio solids meeting and Sagebrush Gold Course meeting on December 15th
