Public Input:
  1. Mr. W. Fords presented a fact sheet for "Smart Meters" to Council and posed the question:  "Why does BC Hydro continue to evade the health issue concerns of "Smart Meters"?
General Matters:
  1. Ms. K. Leitch, TNRD Bear Aware Community Coordinator presented to Council the Bear Aware program administered through the TNRD.  The mandate of Bear Aware is reduce the number of human-bear conflicts in communities through education, innovation and cooperation.  There were 16 bears destroyed in Merritt in 2010.  Ms. Leitch requested Council consider a proposal to provide additional funding in the amount of $2800 for 20 work days to be used for garbage tagging, door to door education and education at public events plus mileage costs of $2000 to allow  the TNRD Bear Aware Coordinator more time in the City of Merritt.
  2. Ms. E. Clark and Mr. A. Clark made their final presentation to Council for the City of Merritt 2011 Water Conservation Program.
  3. Mr. G. Bryant, BC Hydro made a presentation to Council regarding the BC Hydro "Smart Grid" program and understanding radio frequency and BC Hydro's "Smart Meters" 
Unfinished Business:
  1. Council resolved for members to participate in the discussion being held during UBCM addressing "Smart Meters" in order to gather information and make an informed and education decision regarding requesting a moratorium to be placed on mandatory installation of the wireless meters.

1.    Council adopted City of Merritt DeWolf Way Enhancement Loan Authorization Bylaw No. 2120, 2011

New Business:
  1. 1.    Council amended the composition of the Terms of Reference for the Directional Signage Committee to 1 member of Council, 1 member of City staff and a total of 5 members from the community
  2. Council appointed Cora-Lee Sarasin, Ron Sanders, Kathy Dalquist-Gray with Chelsea Werrun as an alternate, Councillor Kroeker and the City Development Services Officer to the Directional Signage Committee
  3. Council approved the Development Variance Permit Application for 1600 Bann Street
  4. Council approved the Development Permit Application for 3360 River Ranch Road subject to the security bond being received for the landscaping amount
  5. Council approved the agreement between PacificSport BC and the City of Merritt and authorized the Mayor and Chief Administrative Officer to execute the agreement on behalf of the City
  6. Council approved the replacement of the Nicola Valley Aquatic Centre's 2 whirlpools at a cost of $54,982 to be funded through the existing approved Nicola Valley Aquatic Centre whirlpool/lighting replacement capital budget
